This paper includes the study of statistical control charts and process capability to improve the quality of the woven carpet which were produced in Wool Textile Company (line of weaving carpet ). The task is dedicated and applied to enable the evaluation of the performance for the manufacturing machines. For the case study applied, manufacturing process is selected namely (weaving carpet ) in order to evaluate their performance by application of ( control charts) namely " average - range" charts. Two techniques are used to evaluate the actual performance of the operation by process capability calculations and statistical analysis based on histogram technique. MINTAB software was used to facilitate the statistical process control, and process capability analysis .The results show high degree of accuracy by using the program and the mathematical operations (primary and secondary ) which used to draw the control charts limits and to reject the statistically uncontrolled samples . Moreover, a final chart was drawn to be used in the factory . The results showed that some of machines are unable to satisfy the specification tolerances due to obsolescence and deprecation, therefore, total maintenance for these machines.

We investigate some statistical features of the spectrum related to the dynamical nature of the trajectories such as the fluctuation and the spacing between neighboring energy levels for polygonal billiard with some angles being irrational multiples of p.This addresses the effect of the polygonal geometry on the computed spectrum.

<summary type="text">Emergency Services in Libya An Initial Assessment for Improvement
Dennis D. Monte; Ismail Mahmoud
Libya had just emerged from its civil conflict which brought the downfall of the old government structure. The aspiration of the new Libya is to bring development which they felt they deserved in both social and political aspects of their lives. Health care system is one area which was recognized by the transition government that needs immediate&#13;
&#13;
improvement. In view of this, the authors perceived emergency services to be a good starting point for improvement against the gargantuan task of the improving the whole system. It is said that emergency care is the front door of the community access to their health care, thus poor emergency services can easily contribute to the discontentment of the community.&#13;
&#13;
This study is a broad initial descriptive assessment of the provision of a hospital-based emergency service. The goal is to gain critical insight of how emergency services is provided and maintained. It attempts to cover a wide range of concerns ranging from admission, intervention, maintenance, protocols, professional development, facilities, and physical condition. It is hoped that the findings may help policy makers in its effort to totally bring meaningful changes to health care system.&#13;
&#13;
The study used the combinations of observations, interview, and prepared questionnaires to conveniently sampled thirty (30) health care providers directly and indirectly involved in the emergency services of the hospital.&#13;
&#13;
Results and recommendations: The hospital is providing 'accident and trauma' services – a limited level in emergency hierarchy of care as against a broad spectrum emergency care on the other end of the hierarchy. The present protocol of examination and admission of severe emergency cases is selective, that is according to what the staff can handle in the area. This has contributed some complexities in the other unit of the hospital like the ICU. Episodic health conditions are directed to the OPD which also contributed to confusion on the part of the patients. Likewise, the present physical facility needs upliftment, from increasing floor area, adding amenities, and upgrading of equipment. New and comfortable facility can help patients and family members lessen psychological burden of emergency condition.&#13;
&#13;
Overall, staffs' expertise and skills no matter how excellent cannot be totally appreciated if the structures and organizational protocols are disorganized. Addressing the issues found in this study will hopefully bring the much needed reform that may ultimately bring the much desired building of trust and confidence of the community – the final yardstick.

Mustafa El Fadli; Idris Eltajori
Fracture head of the radius management has long been a controversial subject. Disagreement has centered around four main points: The indication for non-operative and operative treatment: The period of immobilization; The need for aspiration of the joint and the timing of radial head excision, if indicated.&#13;
&#13;
The aim of this work is to evaluate the elbow function and incidence of complications. Comparing results of different options of treatment. Seventy - six (76) adult patients with fracture of the radial head were reported from the casualty of AL-JALA Hospital in Benghazi.&#13;
&#13;
Assessment of this cases both Clinically and Radiological) in the follow up clinic showed that the functional end-results in the conservatively treated patients were better than in those operatively treated. Un-displaced fractures were better treated by sling and early motioa Displaced non- Comminuted radial head fractures were better treated by immobilization in Plaster of Paris cast for three weeks. Operative excision of the radial head is indicated only in Comminuted fractures. Early treatment gave better results in either conservative or operative methods of treatment.
