تقييم مؤشرات الاداء الضريبي في ليبيا للفترة من (1980-2020)

Abstract

هدفت هذه الدراسة إلى تقييم وقياس فاعلية مؤشرات الأداء الضريبي في الاقتصاد الليبي خلال الفترة ( )0101 – 0891والمتمثّلة في الطاقة الضريبية والعبء الضريبي والجهد الضريبي، وبيان مدى فاعلية الجهاز الضريبي ودوره في زيادة الإيرادات الضريبية من هذه المؤشرات، وباحتساب هذه المؤشرات متَّ التو ّصل إلى عدة نتائج من أهمها وجود طاقة ضريبية غير مستغلة وعدم فاعلية السياسة الضريبية في ليبيا بالشكل الأمثل، وكذلك ضعف أداء الإدارة الضريبية في ليبيا مما يعني عدم كفاءة أداء النظام الضريبي في ليبيا بشكل فّعال خلال تلك الفترة مما يؤثر على تقّدم عجلة التنمية. This study aimed to measure and evaluate the effectiveness of tax performance indicators in the Libyan economy, represented by tax capacity, tax burden, and tax effort, to show the effectiveness of the tax system and its role in increasing tax revenues. By calculating these indicators, several results were reached, the most important of which is the existence of unexploited tax capacity and the ineffectiveness of tax policy in the optimal way, as well as the weak performance of the tax administration, which means the inefficiency of the tax system in an effective manner during that period, which affects the progress of the development process.
